Authority to borrow money, issue bonds, pledge credits The City Council shall have the authority to borrow money, issue its bonds or notes, and pledge the credit of the City pursuant to provisions of the Vermont Statutes Annotated as they govern borrowing for towns and municipalities as provided in Title 24 of the Vermont Statutes Annotated.
