Borrowing The Water Department and Sewer Department may borrow such money from time to time, as may be necessary to enable the Department to carry on the work of adequately supplying the City with water and sewer facilities. Any amount borrowed shall be considered to be in anticipation of revenues and shall be subject to the approval of the Council without the need of authorization by the voters.
