(b) The Town of Cavendish shall have all the powers now or hereafter conferred upon towns and villages by the Constitution and general laws of the State of Vermont. (c) The form, function, powers, and administration of the Town government of the Town of Cavendish shall not and will not be altered, changed, or amended under the terms of this plan of merger.
