Water and Sewer Departments Control and management of the Village water system and Town water and sewer systems shall be vested in the Town, subject to all indebtedness and liabilities relating thereto; provided, however, that administration of the systems and payment of existing liabilities relating thereto shall be as specifically provided for in this merger.
