Settling the affairs of the Village of Proctorsville Prior to the merger, the officers of the Village of Proctorsville shall settle so far as possible their financial affairs and shall except as hereinafter provided, on said date, turn over and deliver to the Clerk of the Town of Cavendish all records, books, and documents of the Village of Proctorsville, and to the proper officers of the Town all property of the Village of Proctorsville, except the heretofore noted property of the independent Proctorsville Fire District.
