Recordation and certificate of prima facie evidence The bylaws, rules, and ordinances of said Town shall be recorded in the office of the Clerk of said Town, and the Clerk’s certificate that such by-laws, rules, and ordinances were adopted at an annual meeting of said Town, or at a special meeting thereof, called for that purpose shall be prima facie evidence of such fact in any court in this State; and certified copies of said by-laws, rules, and ordinances and Clerk’s certificates shall also be received as evidence in all the courts of the State.
