Change of form of government Upon petition of a number of legal voters equal to at least 15 percent of the total registered voters of the Town may, at any annual meeting or special meeting duly warned and held for that purpose, vote to change the council-manager form of government to any other legal form. A majority of the legal votes cast shall be needed to effect a change of government.
