Transfer On and after the effective date of this charter, the ownership, control, and management of the Village water and sewer systems shall be vested in the Town, subject to all indebtedness and liabilities relating thereto; provided, however, that administration of said systems and payment of existing liabilities relating thereto shall be as specifically provided for in this charter.
