No action of the Board shall be valid or binding unless adopted by the affirmative vote of at least three Selectboard members. In cases where a statute requires a greater number of the Board for an affirmative vote, such provisions of law shall control. (b) The Selectboard may vote on an item not warned on a public agenda only in an emergency and with the consent of the majority of the Board. An emergency may be defined as an unforeseen situation that imperils the welfare of the Town and that requires immediate action.
