(b) The municipal government provided by this charter shall be known as a council-manager form of government. Pursuant to its provisions and subject only to the limitations imposed by the State Constitution and by this charter, all powers of the City shall be vested in an elective council, hereinafter referred to as 'the Council,' which shall enact ordinances, codes, and regulations; adopt budgets; determine policies; appoint the City Manager; and exercise the powers of a municipal legislative body. All powers of the City shall be exercised in the manner prescribed by this charter or prescribed by ordinance or by resolution. (c) [Repealed.] (Added 2013, No. M-9, § 3, eff.
