Penalties; forfeitures or suits not affected This charter shall not affect a penalty or forfeiture incurred under any acts amended by this charter, nor any suit or proceeding had or commenced in a civil or criminal cause before this charter takes effect, but the proceedings therein shall, when necessary, conform to the provisions of this charter.
