Construction The provisions of this charter shall be construed liberally in favor of the Village and in such manner that the effect of this charter will be to make government more efficient and more responsive to the citizens of the Village. In such liberal construction of the charter in favor of the Village, it shall be used consistently and uniformly toward all individuals and groups comprising the Village. (Added 1999, No. M-11 (Adj.
