§ 92. Appropriations (a) All amounts specified in the budget and approved by the voters at the annual Village meeting are appropriated for the purpose specified. The trustees may transfer appropriated amounts between general classifications and expenditures. All unexpended and unencumbered appropriations, except appropriations for capital expenditures, shall lapse at the close of the fiscal year. (b) The majority of the trustees shall sign the orders at each regularly scheduled meeting. However, the Board may adopt to use the provisions of 24 V.S.A. § 1623 in lieu of this provision.
