Maintenance of library The Village may establish, keep, and maintain a free public library for the improvement of its inhabitants, and to that end may purchase, hold, and dispose of real and personal property to preserve, improve, enlarge, and continue the library and erect such building as may be necessary for its safe and convenient keeping and receive such donations of books, maps, charts, or other property as may be donated to the Village or the library.
