Powers of Village; general authority The Village shall have and is hereby granted the authority to exercise all powers relating to municipal affairs and no enumeration of powers in this chapter shall be deemed to limit or restrict the general grant of authority hereby conferred; but this grant of authority shall not be deemed to limit the authority of the Legislature to alter, amend, or repeal this charter; or to limit the right to hereafter pass general laws applicable alike to this and all other municipal corporations of the State; nor shall this grant of authority be deemed to limit the patronage or control of the State with respect to the Village.
