The ordinances and regulations of the Village shall be recorded in the office of the Clerk, and the Clerk’s certificate that the ordinances and regulations of the Village were adopted at a meeting of the trustees called and held for that purpose, shall be prima facie evidence of the fact in any court in this State, and certified copies of the bylaws, ordinances, and regulations, and Clerk’s certificates shall also be received as evidence in all courts in this State.
