Recordation and certification The bylaws, rules, regulations, and ordinances of said Village shall be recorded in the office of the Clerk of said Village, and the Clerk’s certificate that such bylaws, rules, regulations, or ordinances have been passed or adopted shall be prima facie evidence of such fact in any court in this State, and certified copies of said bylaws, rules, regulations, and ordinances and Clerk’s certificates shall also be received as evidence in all the courts of this State.
