Warning of annual and special meetings (a)(1) The annual meeting of the legal voters of the Village shall be held therein on the third Tuesday of March of each year at seven-thirty o’clock in the afternoon at the Village hall or at such place as the Board of Trustees shall hereafter appoint. (2) The meeting shall be warned by posting in three public places in the Village, at least 12 days prior to the meeting, a notice calling the meeting and containing a statement of business to be transacted thereat. The notice shall be signed by the Clerk of the Village, or in case of his or her failure or neglect, by the Trustees. (3) If the annual meeting is not held, for want of the notice set forth in subdivision (2) of this subsection, or for any other cause, the Village shall not thereby be prejudiced. (b) In addition, whenever 10 legal voters of the Village shall so petition in writing, the Clerk, or upon the Clerk’s neglect or refusal, the Trustees, shall call a special meeting of the Village and give notice of the same as provided for annual meetings.
