Water and sewer systems; extraterritorial service The Water and Sewer Commissioner may contract with persons for the provision of water and sewer services to property located without the boundaries of the Village, the charges therefor to be a lien upon the property so served to the same extent as if the property were located within the boundaries of the Village.
