Statement showing necessity for construction or purchase required Before the school commissioners shall purchase any real estate for school purposes, or enter into any contract for the construction of any school building, other than repairs of and additions to existing school buildings deemed necessary by said school commissioners, they shall file with the Chief Administrative Officer of the City Council a statement showing the necessity of such purchase of real estate, or of the construction of such building, together with an estimate of the cost of such real estate, or of the construction of such building, and the amount of money necessary for such repairs.
