Funds for construction or purchase to be provided by tax levy Upon the approval by the City Council of such proposed purchase of real estate for school purposes, or such proposed construction of a school building, said City Council shall provide the necessary money for such purpose by levying a tax sufficient to meet the whole or any part of the expense of such purchase or construction, or by the issuance of bonds authorized by the legal voters of the City pursuant to the provisions of section 63 of this charter.
