Composition; appointment; term The Board of Light Commissioners, which Board may also be properly referred to as the Board of Electric Commissioners, shall consist of five legal voters of said City, who shall be appointed by the City Council with Mayor presiding to serve for the term of three years, and until their successors are appointed and qualified, except as herein otherwise provided.
