Purposes and powers The City Council, except as herein otherwise provided, shall have the same power to lay out, alter, resurvey, and discontinue streets and highways as is vested by law in selectboards of towns; and all proceedings in respect to laying out, altering, resurveying, and discontinuing streets and highways in said City shall be had in the same manner as provided by the law of this State in respect to such matters in towns.
