Court to have jurisdiction to determine questioned assessments In all cases in which proceedings are instituted in the county court within and for the County of Chittenden by any person who is dissatisfied with the laying out, altering, or resurveying of any street or highway in said City, the question of assessment upon the owners of adjoining lands shall also pass to the county court and shall be referred to and reported upon by the commissioners thereby appointed and said question of assessment shall be determined by said court.
