Assessment proceedings and rights The same proceedings shall be had in respect to such assessments, and the same rights shall exist, as in case of the laying out and establishing of streets and highways; and the same lien shall attach and be enforced in the same manner as provided in this charter in respect to assessments upon adjoining landowners in case of laying out or making streets and highways.
