Required; contents Whenever, under the provisions of this charter, the City Council is required to give notice of the time and place of any examination or hearing before it, touching the laying out, altering, or discontinuing of any street or public highway in said City, or the award of any damages or the making of any assessment therefor, and in all cases of assessments for sewers, curbing, and sidewalks in said City, a citation shall be issued, signed by the City Council and containing the names of all persons to whom notice is to be given.
