Board of Health authorized to make rules and regulations The Board shall make rules and regulations for the conduct of each of the above officers, and may prescribe rules and regulations for the sale of milk and cream, food, and meat and for the installation and maintenance of plumbing equipment within the limits of said City, not inconsistent with law, and all such rules and regulations of said Board, when the same are approved by the City Council and duly published as herein prescribed for ordinances, shall have all the force and effect of ordinances of said City, with penalties for violation thereof as is hereinbefore provided.
