Electric plant; improvement of The City is hereby authorized and empowered to improve its electric plant for the purpose of lighting the streets, walks, public grounds, and buildings of the City, for the furnishing of electric or gas services within or without the corporate limits of the City and for production of electric energy or acquisition, production, transmission, or distribution of gas for sale to electric or gas distribution companies, cooperative, municipal, and privately owned, within or without the State.
