Council to issue citation that land is to be taken; service In giving notice to all persons owning or interested in any lands to be taken for such purposes, the City Council shall issue its citation, signed by the Mayor or its Chief Administrative Officer; said citation shall be served in the same manner, and the several officers shall perform the same duties in respect thereto, as provided in this charter.
