State law not applicable to section 63 None of the provisions, restrictions, or limitations of chapter 167 of the Vermont Statutes, Revision of 1947, or of amendments and additions thereto, or of the general laws of the State, except the bonding limit prescribed by law, shall in any respect affect or apply to bonds issued under section 63 of this charter. Such bonds shall be signed by the Mayor and countersigned by the Treasurer of said City; and if interest coupons are attached thereto they shall bear the facsimile signature of the Treasurer; and such bonds, orders, notes, or warrants shall contain a statement that they are issued in conformity to the provisions of this charter and shall specify the purpose for which they are issued; such statements shall have the same effect as provided in the case of bonds or notes issued to refund outstanding bonds or notes.
