Appropriations for park and recreation purposes The City Council shall annually appropriate a reasonable amount of money, not less than two cents on each dollar of the grand list, to be expended for the purpose of providing necessary funds for the care and improvement of park property and for the City Recreational Program, and meeting the expenses of the Park and Recreation Department.
