Authorized expenditures No money shall be paid out of the City Treasury unless an approved budgetary authorization for such expenditure exists, sufficient unexpended funds remain in such budgetary line item, and a properly executed voucher requesting such expenditure is in the possession of the Chief Administrative Officer’s Office for the proper spending authority.
