A full record of the revenues and expenditures of all City departments shall be kept; and a clear statement of the affairs of the City generally, including all receipts and disbursements of City monies shall be published online and be available for inspection upon request. (2) The name and amount of salary paid to every City employee shall be published in the City’s annual report. The name and amount of compensation paid to any other individual to the extent required to be reported to the Internal Revenue Service on a 1099 form or otherwise shall be published online and available for inspection upon request prior to the annual meeting. (3) The annual audit of the City’s financial records shall be finalized at least 30 days before the annual meeting or as the City Council may by resolution prescribe. The annual report of the City shall include a summary of the audit and a copy of the management letter, and full copies of each annual audit shall be published online and available upon request.
