(b) The presence of three members shall constitute a quorum. Three affirmative votes shall be necessary to take binding Council action. (c) In accordance with Vermont’s Open Meeting Law, the Council shall keep minutes of its proceedings. The journalized minutes shall be a public record. (d) All meetings of the Council shall be open to the public unless, by an affirmative vote of the majority of the members present, the Council shall vote that any particular session shall be an executive session or deliberative session in accordance with Vermont’s Open Meeting Law.
