Composition This District shall consist of those municipalities that elect to join the District by votes of their voters present and voting at annual or special meetings duly warned for such purpose, and such other municipalities as are subsequently admitted to the District as provided in this chapter, excepting those municipalities that may withdraw as provided in this chapter.
