Public hearings Not less than three nor more than 14 days prior to any special meeting called by the Board of Supervisors, at least one public hearing shall be held by the Board of Supervisors at which time the issues under consideration shall be presented and comments received. Public hearings shall be warned by the publishing of a notice in a newspaper of general circulation within the District not more than 25 days and at least 15 days prior to the meeting.
