Administrative personnel The Board of Commissioners may appoint a Manager and such other personnel as it deems necessary for the conduct of the business of the District, and the Board of Commissioners shall have the power to prescribe duties, fix compensation within limits established by the budget, and delegate to such responsibilities as it deems appropriate. The Manager shall make and sign all contracts on behalf of the District, upon approval by the Board of Commissioners.
