Composition The District is composed of and includes all of the lands and residents within those municipalities that vote to approve this agreement at the time of the creation of the District, or that shall be subsequently admitted to the District in accordance with the procedures hereinafter set forth, and except for such municipalities as shall subsequently withdraw from the District in accordance with the procedures hereinafter set forth.
