Responsibility to accept waste (a) The District shall not enter into any contract with nonmember municipalities or private entities for the management of solid waste generated outside the boundaries of the District unless the contract is deemed to be in the best interests of the District and approved by a two-thirds majority of the Board of Supervisors. (b) Each member municipality agrees to act as a host community for any District facility or facilities determined by all regulatory agencies having jurisdiction to be environmentally appropriate.
