The Chair shall be the chief executive officer of the District. The Chair shall preside at all meetings of the Board of Supervisors and the Executive Board and shall make and sign all contracts on behalf of the District upon approval by the Board of Supervisors. The Chair shall perform all of the duties incident to the position and office.
