Purpose The District is created and shall exist for the purpose of providing for the efficient, economical, and environmentally sound disposal and reduction of solid waste generated by member municipalities and their residents. The means of disposal may include collection, transportation, resource recovery, recycling, land disposal, or any combination thereof. The District shall not be organized nor function for the purpose of disposing of hazardous waste.
