The Treasurer may perform all of the duties and functions incident to the office of treasurer of a municipal corporation. Such duties and functions shall be determined annually by the Board of Supervisors. During the absence or inability of the Treasurer to render or perform his or her duties or exercise his or her powers, the Chair shall serve as the disbursing officer of the District.
