At least 30 days prior to the effective date of such removal, the City Council shall by majority vote of its members adopt a resolution stating the reason for the removal, and cause a copy of such resolution to be given to the Manager. The City Council may by such resolution immediately suspend the City Manager from active duty, but shall continue the Manager’s salary until final dismissal, unless otherwise contracted between the Council and the City Manager.
