Council authority The City Council may adopt, amend, repeal, and enforce any bylaw, regulation, or ordinance that it may deem necessary and proper for carrying into execution the powers granted by this charter and State law or for the well-being of the City in accordance with 24 V.S.A. § 2291, as may be amended from time to time.
