All rates shall be established to provide revenue for the following services: (1) to pay current expenses for the operation and maintenance of the water and road system;(2) to pay the principal and interest on any debt owed by the District;(3) to create a sinking fund, with any surplus at the end of a fiscal year, or to pay for any improvements to the road or water system.
