S.A. § 126 and pursuant to and consistent with the purposes and meaning set out in 24 V.S.A. chapter 89 and is formed and existing, inter alia, consistent with its authority under Vermont law, to design, construct, upgrade, operate, and maintain a water supply and distribution system, including the maintenance and repair of water mains and the provision of water service to the area described in section 1 of this chapter.
