(b) The City Purchasing Agent shall contract for and purchase all supplies, materials, equipment and contractual services required by any department, office, board, commission, or agency of the City; except purchases made in behalf of the School Department, and except as otherwise provided herein. (c) The City Purchasing Agent shall work in a cooperative and coordinative purchasing effort with the designated representative of the Rutland City School Department when such effort will result in a benefit to the City of Rutland.
