Notice of hearing Assessments for public improvements other than those made in response to petition, shall be made only following a public hearing, after giving 21 days’ notice to interested parties in the same manner as herein provided in respect to laying out or altering highways. The proposed rate of assessments for the public improvement shall be stated in the notice served upon each interested party.
