One member shall be appointed annually for a term of three years. The Board shall hold their meetings as necessary and keep full and accurate records of all meetings and all business transacted. A detailed account of all expenditures shall be kept by said Board, which shall show at all times the amount of all indebtedness incurred under the authority of each appropriation for the use of said Board. (b) It shall be the duty of the Board of Health to see to the enforcement of all laws and ordinances relating to the preservation of the public health. The Board of Health shall report its doings to the Mayor in the month of July in each year. The written orders of the Health Officers shall be enforced, and a refusal or neglect to comply therewith shall be prosecuted as provided by law.
