Location and management It shall be the duty of the City, acting through the Board of School Commissioners, to provide and maintain suitable school facilities for the accommodation of all the public schools of the City. The location and construction of school facilities, and the management, sale, and purchase of school property shall be under the control of the school commissioners, subject to the limitations upon their power of incurring liabilities on behalf of the City.
